As of June 24, 2024, all foreigners in Turkey must use the official Göç İdaresi Appointment System to register or change their residential address.
Failure to comply may result in:

Bring the following to your appointment:
Passport
Valid residence permit card
Notarized rental agreement or property deed (Tapu)
Recent utility bill (electricity, gas, or water within last 2 months)
DASK insurance policy (for homeowners)
Turkish Foreign ID Number (YKN)
Consent letter or taahhütname if staying at someone else's residence

You must use the official Göç İdaresi Randevu System:

Select your province and available time slot
Print your confirmation and attend the appointment on time
🏢 5. Where Will It Be Processed?
Appointments are held at your local Directorate General of Migration Management (Göç İdaresi)
If system records block the update (e.g. due to overcrowding or mismatches), you may be redirected to the Population Directorate (Nüfus Müdürlüğü)
⏳ 6. Deadline for Reporting Address Changes
You must notify the authorities of your new address within 20 business days of moving.
Missing the deadline may result in:

False address declarations are a criminal offense in Turkey

If your property is too small or already full (by record), the request can be denied

If you’re not the main tenant or owner:
Bring a notarized consent letter from the leaseholder or owner
A maximum of 3 foreigners can legally register at a single address (sometimes 4 if justified)
